SEC. 102. CARIBBEAN COUNCIL JURISDICTION. Section 302(a)(1)(D) (16 U.S.C. 1852(a)(1)(D)) is amended by inserting “and of commonwealths, territories, and possessions of the United States in the Caribbean Sea” after “seaward of such States”.
