Transportation Planning, Research, and Development For necessary expenses for conducting transportation planning, research, and development activities, including the collection of national transportation statistics, and university research and internships, to remain available until expended, $6,850,000. Working Capital Fund Necessary expenses for operating costs and capital outlays of the Department of Transportation Working Capital Fund not to exceed $137,700,000 shall be paid, in accordance with law, from appropriations made available by this Act and prior appropriations Acts to the Department of Transportation, together with advances and reimbursements received by the Department of Transportation; and including, for necessary expenses associated with the development 103 STAT. 1071of the Departmental Accounting and Financial Information System, $4,500,000, to remain available until expended. Payments to Air Carriers For payments to air carriers of so much of the compensation fixed and determined under section 419 of the Federal Aviation Act of 1958, as amended (49 U.S.C. 1389), as is payable by the Department of Transportation, $30,735,000, to remain available until expended.
