Operations and Research (highway trust fund) For expenses necessary to discharge the functions of the Secretary with respect to traffic and highway safety under chapter 4, title 23, United States Code, to be derived from the Highway Trust Fund, $32,300,000, to remain available until expended: Provided, That, of the funds available under this head, $2,000,000 shall be available for light truck and van safety research and analysis.
