TIMING AND MANNER OF ASSISTANCE.

SEC. 2267. TIMING AND MANNER OF ASSISTANCE. (a) Timing of Assistance.— (1) Assistance made available as soon as practicable.—Subject to paragraph (2), the Secretary of Agriculture shall make disaster assistance available under this chapter as soon as practicable after the date on which appropriations are made available to carry out this chapter. (2) Completed application.—No payment or benefit provided under this chapter shall be payable or due until such time as a completed application for a crop of a commodity therefor has been approved. (b) Manner.—The Secretary may make payments available under this chapter in the form of cash, commodities, or commodity certificates, as determined by the Secretary.
