SEC. 899I. [6 U.S.C. 488h] DEADLINES FOR REGULATIONS. The Secretary— (1) shall issue a proposed rule implementing this subtitle not later than 6 months after the date of the enactment of this subtitle; and (2) issue a final rule implementing this subtitle not later than 1 year after such date of enactment.
