Develop a fire plan to prevent and minimize fire hazards. The facility shall maintain a neat and orderly appearance and must be screened and buffered to minimize nuisances to neighboring properties. (3) Operation plan. The operation plan shall include a description of the process and the equipment necessary, by-products produced, and the means for;their disposal. (4) Closure plan. As part of the application for a permit, the owner and/or operator shall develop a closure and post-closure plan to ensure no adverse environmental impacts. (c) Reporting requirement. At a minimum, an annual report shall be submitted to the director not later than thirty days after June 30 of each year. The report shall detail the volume or weight in tons of the incoming j~tte~i,a)..,9 ~nd the material recovered from the process.
