Section 1.3.3.3 is added to read as
follows: 1.3.3.3 When a difference occurs in the requirements for design
and construction for new construction of buildings between this code and
the building code, the building code shall apply.
Exception: This code does not apply to new construction except
when this code is specifically referenced from the building code.

(This clarifies that the county building codes take precedence for
design and construction of new buildings. The exception allows
the fire code to apply to new construction when the building code
authorizes it.
