Cameron, Director SUBJECT: Guidance on Use and File Submission of Property and Casualty Rates (Reissuance of Bulletin 91-1) The Department requests that each authorized insurer— or any licensed rating organization filing on its behalf— submit all Property and Casualty rate information to the Department on a use and file basis. “Use and file” means all rates, supplementary rate information, and any changes or amendments are submitted to the Department within 30 days of their effective date. This Bulletin does not create, alter, or otherwise affect filing requirements applicable to any other classes of insurance. This Bulletin is not new law but is an agency interpretation of existing law, except as authorized by law or as incorporated into a contract.
