Utilities will not require a deposit or other guarantee as a condition of new or continued residential utility service based upon residential ownership or location, income level, source of income, employment tenure, nature of IDAHO ADMINISTRATIVE CODE IDAPA 31.21.01 Idaho Public Utilities Commission Utility Customer Relations Rules Section 104 Page 6 occupation, race, creed, sex, age, national origin, marital status, number of dependents, or any other criterion not authorized by these rules.
