Section 107.306 Preparing of
the Record
Unless petitioner is a citizen
or citizen's group, the petitioner must pay the costs of preparing and
certifying the record to the Board. If the petitioner is a citizen or
citizen's group,
such petitioner shall be exempt from paying the costs of
preparing and certifying the record
