Section 661 Section 661.306  Disputes a)         Only the grantee may appeal to the Agency under this provision with respect to its subagreements for its own name and benefit. Neither a contractor nor a subcontractor of a grantee may prosecute an appeal under the disputes provision of a grant in its own name or interest. b)         Any dispute arising under this grant that is not disposed of by agreement shall be decided by the Director or the Director's duly authorized representative, who shall reduce his or her decision to writing and mail or otherwise furnish a copy to the applicant.  The decision of the Director shall be based upon the application of State law and this Part to the fact presented by the Agency and the grantee.  The decision of the Director shall be final and conclusive. c)         This Section does not preclude consideration of questions of law in connection with decisions provided for in subsection (b).
