Section 530 Section 530.260  Scenic Restrictions a)         Special restrictions on utility occupancy may be imposed where visual quality is an important consideration; for example, scenic easements, rest areas, public parks, overlooks, and recreation areas. b)         New underground or aerial installations may be permitted only when they do not require extensive removal or alteration of trees or terrain features visible to the highway user or impair the aesthetic quality of the lands being traversed. c)         Aerial installations may be permitted only when: 1)         other locations are not available or are unusually difficult and costly, or are less desirable from the standpoint of aesthetic quality; 2)         placement underground is not technically feasible or is unreasonably costly; and 3)         the proposed installation will be made at a location, and will employ suitable design and materials, which give the greatest weight to the aesthetic qualities of the area being traversed without adversely affecting safety. Suitable designs include, but are not limited to, self-supporting armless, single-pole construction with vertical configuration of conductors and cable.
