A. The sale of reconstituted or recombined milk or milk products and reconstituted or recombined anomalous (substitute) milk or milk products shall be prohibited. B. No reconstituted or recombined milk or milk products, (to include whole milk, reduced fat milk, lowfat milks, nonfat milk, flavored milks, creams, half-and-half) and reconstituted or recombined anomalous (substitute) milk and milk products shall be permitted to be held, kept, offered for sale, sold or delivered, provided in an emergency, the sale of reconstituted fluid milk products may be authorized by special permit from the state health officer and shall be labeled in accordance with the labeling requirements of this Part.
