Introduction
The Massachusetts State Lottery ("Lottery") was established by the enactment of St. 1971,
c. 813. This law created a State Lottery Commission ("Commission") in the office of the State
Treasurer who is Chairman of the Commission. Other members of the Commission are: the
Secretary of Public Safety, the State Comptroller, and two persons appointed by the Governor
for terms coterminous with that of the Governor. The Lottery directs the State Treasurer to
appoint a Director of the Lottery, subject to the approval of the Governor. Revenues from the
Lottery must be distributed as follows:
(a) no less than 45% must be paid to holders of winning tickets;
(b) not more than 15% may be used for operating costs; and
(c) the balance must be distributed to the Local Aid Fund for the benefit of all the cities and
towns in Massachusetts.
