After consultation with the developer and the chief executive officer of the proposed host community, the Department shall plan the format, agenda and other aspects of the briefing sessions. At least one session shall include: (1) an outline, by the Department, of the siting process and a detailed description of the community's negotiating role; and (2) a description, by the developer, of the proposed project. Each session shall provide a reasonable opportunity for persons attending to comment on the proposal and ask questions of the Department and the developer.
