Bulletin 15-11 Date: May 6, 2015 To: All Health Carriers Re: Bulletin 15-09 - Lifting of the Prescription Medication Refill Waiver On April 27, 2015, Governor Larry Hogan issued Executive Order 01.01.2015.14 declaring a State of Emergency for the City of Baltimore. On April 30, 2015, pursuant to COMAR 31.01.02.05, the Insurance Commissioner, through Bulletin 15-09, activated COMAR 31.01.02.03A(3) for all health insurance carriers in the State which waived any time restrictions on prescription medication refills and required the authorization of payment to pharmacies in Baltimore City for at least a 30-day supply of any prescription medication, regardless of the date upon which the prescription medication had most recently been filled. On May 6, 2015, the State of Emergency for Baltimore City was lifted; therefore, pursuant to COMAR 31.01.02.02, the waiver for the time restrictions on prescription medication refill waivers is no longer in effect.
