COMAR 31.08.12 Temporary Moratoriums and Weather Events
On April 27, 2015, Governor Larry Hogan issued Executive Order 01.01.2015.14 declaring a State of
Emergency for the City of Baltimore. Also on that date, Mayor Stephanie Rawlings-Blake instituted a
city-wide curfew for the City of Baltimore during the hours of 10:00 P.M. and 5:00 A.M. that became
effective April 28, 2015 at 10:00 P.M.
This Bulletin is to remind insurers that have implemented temporary moratoriums in accordance with
COMAR 31.08.12 based on the declaration of the State of Emergency and/or the imposition of the special
curfew that, pursuant to COMAR 31.08.12.05D and COMAR 31.08.12.05F, the moratorium must end at
the expiration of the State of Emergency and the special curfew. Earlier today, Governor Hogan lifted the
State of Emergency for the City of Baltimore and on May 3, 2015, Mayor Rawlings-Blake lifted the
curfew.
Accordingly, and pursuant to COMAR 31.01.02.05E, the Commissioner hereby directs all insurers doing
business in the State to lift any temporary moratoriums imposed as a result of the State of Emergency
effective immediately. Additionally, all insurers doing business in the State are directed to lift any
temporary moratoriums imposed as a result of the special curfew, effective May 3, 2015 at 7:39 A.M.
