Initialallocationofdepartmentsbylaworexecutiveorder. Sec. 12. The initial allocation of departments by law pursuant to Section 2 of Article V of thisconstitution,shallbecompletedwithintwoyearsaftertheeffectivedateofthisconstitution. If such allocation shall not have been completed within such period, the governor, within one yearthereafter,byexecutiveorder,shallmaketheinitialallocation.
