Fox Director This bulletin advises auto insurers that write six-month, prepaid, noncancelable automobile insurance policies of the availability of the standard certified statement (DIFS form FIS 2377) for use in complying with Section 3101c of the Insurance Code, MCL 500.3101c. When a court has notified the Secretary of State of a vehicle registration number belonging to an owner who has failed to secure proof of insurance, the Motor Vehicle Code mandates that the Secretary of State refrain from renewing, replacing, or transferring the registration plate of the vehicle involved in the violation (or from allowing the purchase of a new registration plate for the vehicle involved in the violation), until the owner or an owner’s representative appears at a branch office and does both of the following: (a) shows a certified statement from an automobile insurer on a standard form, prepared by the Director of the Department of Insurance and Financial Services, affirming that the vehicle involved in the violation is currently insured under a prepaid noncancelable policy for a period of not less than 6 months; and (b) pays a fee of $50.00. MCL 257.227a(1).1 Section 3101c of the Insurance Code, MCL 500.3101c, requires automobile insurers offering noncancelable policies under MCL 257.227a(1)(a) to use a standard certified statement, prescribed by the Director, when issuing such a policy. After securing the insurance policy, the vehicle owner or the owner's representative may present a completed certified statement to the Secretary of State as required under MCL 257.227a(1)(a). The standard certified statement is attached to this Bulletin.
