Procedure Upon Refusal. If the filing officer finds grounds under Rule 9.3 to refuse acceptance of a UCC document, the filing officer shall return either the document or an electronically scanned copy of the document, if written, to the remitter. The filing office shall send a notice that contains the date and time the document would have been filed had it been accepted for filing (unless such date and time are stamped on the document), and brief description of the reason for refusal to accept the document under Rule 9.3. The notice shall be sent to a secured party or the remitter as provided in Rule 11.6. The notice shall be sent to a secured party or the remitter as provided in Rule 11.2 no later than the time set forth in Rule 9.5.
