If a Coastal Program Agency objects to a proposed action on the basis that it does not comply with the provisions of the PROGRAM then such action will not be considered in compliance with the PROGRAM. The agency proposing the action may use the Conflict Resolution Procedure in Rule 15.10 of this chapter to resolve coastal program compliance disputes. MISS.
