Parties other than the Executive Director desiring to revise or contest the making of any rule, regulation, guideline, or procedure must observe the following procedures. Proposed revisions or contests must be filed with the Department in writing, along with any explanatory material deemed appropriate by the party requesting the change. The Department will evaluate the proposed revision and report its findings to the Executive Director. The Executive Director will determine whether the proposed revisions, or some variation thereof, have merit. It may then institute the procedure for revisions. If the Executive Director declines to implement a requested change, the party requesting the change will be notified of that decision and the reasons thereof. MISS.
