Upon filing with the Secretary of State of the intent to adopt, repeal or amend a regulation, the Department of Mental Health shall notify all persons who have submitted in writing to the agency a request to receive notification of such changes. B. Written comments from interested parties should be submitted to the Executive Director or their designee prior to the expiration of the twenty-five day comment period.
