Restriction of Dogs and Cats. It shall be unlawful to own or keep or harbor any dog or cat three months of age or older on property owned by or leased from the District unless the dog or cat shall have been vaccinated against rabies in accordance with Chapter 53, Title 41, Mississippi Code of 1972, and a metal tag securely braded to the collar containing the serial number of the vaccination and the year in which the dog or cat was inoculated shall be placed and maintained around the neck of said dog or cat at all times.
