Prohibition of Noisy Animals. It shall be unlawful for any Person to keep or harbor any animal or fowl which by loud, frequent or habitual barking, howling, yelping or other noise or action disturbs any person or persons on property owned by or leased from the District or otherwise creates a nuisance in any manner.
