Use of Loudspeakers and Amplifiers. It shall be unlawful to operate or maintain any loudspeaker or amplifying device on the outside of any building or structure within the Reservoir Project Area whereby music, speaking or noises of any type are or may be transmitted outside the confines of a fully enclosed stone or wood structure; provided, however, that the General Manager of the District may, on being shown to his satisfaction that the operation thereof will not create an undue disturbance, grant a temporary permit to persons desiring to use loudspeakers or other electrical devices for parades or for religious, athletic, cultural, social or political gatherings to be held in any public park or public recreation area or on the waters of the Reservoir.
