Preliminary Steps. Prior to submitting an application for assistance under the EDH Program, the Local Entity must receive a commitment from the Governor or MDA, and the type of construction regulations to be used must be identified. The Mississippi Department of Transportation (“MDOT”), MDA, the Office of State Aid (“State Aid”), and the Local Entity jointly make this decision based on location, anticipated use, and future road construction plans.
