Permanently and Securely Affixed. For purposes of attaching a notarial certificate to a tangible document, ''securely attached'' means stamped, stapled, grommeted, or otherwise permanently bound to the tangible document. The term ''securely attached'' does not include the use of tape, paper clips, or binder clips.
