Summary suspension: the board may summarily suspend certification without a
hearing, simultaneously with the filing of a formal complaint and notice of
hearing, if the board determines that:
1.
The health, safety, or welfare of the general public is in immediate danger.
2.
The individual's physical capacity to practice his profession is in issue.
3.
The individual's mental capacity to practice his profession is in issue.
