Relationship to State Health Plan. The State Health Plan establishes planning methodologies, inventories, need methodologies, utilization methodologies, planning districts, service-specific criteria, and other planning standards applicable to Certificate of Need review. This Manual establishes administrative procedures, general review criteria, and interpretive rules governing administration of the CON Program. An applicant shall demonstrate consistency with the State Health Plan in effect on the date the application is deemed complete, unless otherwise required by law.
