Construction

Construction. This Manual shall be construed consistently with applicable federal law, Mississippi law, and the State Health Plan. Nothing in this Manual shall be construed to expand, limit, modify, create, or eliminate any requirement, exemption, exception, moratorium, prohibition, right, or remedy established by statute. If any provision of this Manual conflicts with applicable statute, the statute controls. The omission from this Manual of statutory text, statutory exemptions, statutory moratoria, or statutory requirements shall not be construed as eliminating, limiting, or modifying any such statutory provision.
