Completeness Review

Completeness Review. Within fifteen (15) calendar days of receipt, each Certificate of Need application shall be reviewed to determine whether sufficient information required to conduct substantive review is contained in the application and whether the required processing fee has been paid. If these criteria are met, the application shall be deemed complete. NOTE: A shell application — one that lacks sufficient information to begin processing at the time of original filing — shall not be treated as an incomplete application. Shell applications shall not be accepted. Within fifteen (15) calendar days of receipt, a shell application shall be returned to the submitter along with the fee. The applicant may resubmit a completed application at any time.
