Incomplete Applications. If the Department determines that an application is incomplete, the information required to render it complete shall be requested of the Applicant in writing within fifteen (15) calendar days of the application’s filing. The request shall specify what additional information is required. Failure to provide the requested information within fifteen (15) calendar days of the request shall result in administrative withdrawal of the application unless the Applicant has timely requested a deferral. Notice of administrative withdrawal or deferral shall be published on the Department’s website. When an application is administratively withdrawn, the Applicant may not proceed with the proposed project until a new application is submitted, deemed complete, reviewed, and a Certificate of Need is issued.
