Evidence and Official Notice. The hearing officer may receive evidence commonly relied upon by reasonably prudent persons in the conduct of serious affairs and may exclude evidence that is irrelevant, immaterial, unduly repetitive, unreliable, or otherwise inappropriate. Official notice may be taken of statutes, regulations, public records, State Health Plan provisions, Department records, government publications, and other matters appropriate for official notice. Parties shall be afforded an opportunity to contest matters officially noticed.
