Relationship to Existing Health Care System. The Department may consider the effect of the proposed project on the health care delivery system, including existing providers, existing services, regional resources, health care infrastructure, continuity of care, referral relationships, and other system impacts. The Department shall also consider the relationship of the proposed services to ancillary or support services, including the organizational relationship.
