Availability of Resources

Availability of Resources. The Applicant shall demonstrate the availability of resources — including health personnel, management personnel, and funds for capital and operating needs — for the services proposed. The Department may consider: A. Whether the Applicant has a reasonable plan for the provision of all required staff, including physicians, nursing, allied health, and support staff; B. Whether sufficient physicians are available to ensure proper implementation and utilization of the project; C. If the Applicant presently owns existing facilities or services, whether the Applicant has demonstrated a satisfactory staffing history; and D. Alternative uses of resources for the provision of other health services.
