Need for the Project

Need for the Project.
The Applicant shall demonstrate a need for the proposed project. In evaluating
need, the Department may consider:
A. The need of the population to be served for the proposed services and the
extent to which all residents of the area — in particular low-income persons,
racial and ethnic minorities, women, handicapped persons, other underserved
groups, and the elderly — are likely to have access to those services.
B. In the case of relocation, the need of the population presently served, the
extent to which that need will be met adequately by the proposed relocation
or by alternative arrangements, and the effect of the relocation on the ability
of low-income persons, racial and ethnic minorities, women, handicapped
persons, other underserved groups, and the elderly to obtain needed health
care.
C. The current and projected utilization of like facilities or services within the
proposed service area, based on data where available from the Office of

Health Planning and Resource Development, which shall be considered the
most reliable data unless clearly shown otherwise.
D. The probable effect of the proposed facility or service on existing facilities
providing similar services, including any overlap in service areas and the
appropriate and efficient use of existing facilities or services.
E. Community reaction to the proposed facility or service, including
endorsements from community officials and individuals and any significant
written opposition or opposition expressed at a public hearing, which may be
considered an adverse factor and weighed against endorsements received.
