Alternatives Considered. The Applicant shall identify reasonable alternatives considered and explain why the proposed project is preferred. The Department may consider renovation of existing facilities, expansion of existing services, shared services, cooperative arrangements, technological alternatives, and operational alternatives. For new construction projects, modernization of existing facilities shall be considered as an alternative, and rejection of this alternative by the Applicant should be justified.
