Fees — General Provisions. Fees shall be assessed and collected in accordance with applicable law and this Manual. The Department may establish administrative procedures, forms, instructions, and payment methods necessary to administer fees authorized by law. Required fees shall be paid in the manner prescribed by the Department. The Department may decline to process applications, requests, or filings until required fees have been received. Fee refunds shall be governed by the provisions of this Manual and applicable law. Nothing in this Manual requires a refund not otherwise authorized by law.
