Expedited Relative: Licensing Issues –
1. Safety Issues. If MDCPS determines that an unlicensed Expedited Relative
Foster Home cannot be licensed due to a safety issue, MDCPS will make all
reasonable efforts to immediately ensure the child’s safety and to remove the
child, including, if required, seeking an emergency court order.
If the child is not in imminent danger, MDCPS will implement an action plan
and within five (5) calendar days either resolve the licensing deficiency or
move the child to a licensed foster home or facility or an appropriate
expedited relative placement.
2. Non-Safety Issue. If MDCPS determines that an unlicensed Expedited
Relative Foster Home cannot be licensed due to a non-safety issue, MDCPS
will, within thirty (30) calendar days of that determination, resolve the
licensing deficiency or move the child to a licensed foster home or facility
or an appropriate expedited relative placement.
3. Barriers to Licensing. If the home cannot be licensed and/or the child is
unsafe, the home’s license request will be denied. MDCPS will complete a
“Notice of Home Not Being Licensed” form which clearly states all barriers
to licensure and will notify the court of the recommendation so an alternate
placement can be located.
