Your letter of November 10, 1947, regarding the above section, has
been received and sent to my desk.
It is my opinion that all public printing must be done by firms
established in this state for at least one year. The statute is
perfectly clear on this.
It is further my opinion that it is the intent of the law, although
not clearly expressed, that such work should be done in the state of
North Dakota. It is my opinion that this statute excludes at lest
the letting of contracts to firms that virtually send the work out of
the state. Of course, as provided by statute, there are
contingencies where work can be done outside of the state.
