Optional method of graveling streets It is the intent of this chapter to provide an optional and discretionary method of graveling streets and levying special assessments therefor in addition to those provided by existing statutes, and in all matters not specifically provided for in this chapter, the provisions of chapters 40-23, 40-24, and 40-25 shall govern.
