RE: PRE-LICENSING PURSUANT TO NMSA 1978, § 59A-51-4.1 AND § 13.20.2 NMAC THE FOLLOWING BULLETIN is issued pursuant to NMSA 1978, §§ 59A-2-8, 59A-51-1 et seq. and 13.20.2 NMAC. Effective immediately the educational requirements for pre-licensing described in the Bail Bondsman Licensing Law, will include: 1. Ten (10) hours of formal classroom education; 2. form and content of the classroom education shall be subject to approval by the Superintendent of Insurance; 3. an applicant shall complete 30 hours of on the job training: a. under the direct supervision of a licensed bail bondsman; b. the licensed bail bondsman shall certify in writing to Office of Superintendent of Insurance that applicant has been taught the subjects pertinent to the duties and responsibilities of a bail bondsman, including: i. ethics; ii. all laws and rules related to the bail bond business; and iii. the applicant is prepared to take the exam. For the remainder of 2015, and until § 13.20.2 NMAC has been revised and finalized, the time lines for prior approval for the curriculum as described in § 13.20.2.11(B) NMAC, and for on the job training as described in § 13.20.2.12(A) will be twenty (20) days prior to the commencement of the class room instruction or the on the job training.
