Failure to remit return premium.

The Commissioner will consider any person who fails to remit a return premium to the person to whom it is owed within 30 days after receiving the return premium: 1. To have violated the provisions of NRS 683A.400 ; and 2. To be financially irresponsible pursuant to subsection 4 of NRS 683A.451 .
