Deviation from provisions of chapter.

The Commission or presiding officer may allow deviation from any provision of this chapter if: 1. Good cause for the deviation appears; 2. The person requesting the deviation provides a specific reference to each provision of this chapter from which the deviation is requested; and 3. The Commission finds that the deviation is in the public interest and is not contrary to statute.
