Dear Sirs:
The costs of handling mail, as you may well know, has attained sky high levels. Such costs now play a significant role as an item of priority for cost control measures in the budget of any organization.
In view of the above, this Office considers necessary the establishment of controls in the handling of certain correspondence. Therefore, we hereby require that all rules, rates and/or forms filings submitted to this Office and requiring an answer from us, shall be accompanied by a business reply envelope duly stamped, according to the U. S. Post Office charges for the specific mail piece to be returned. Please bear in mind, that in the case of forms filings, we return a copy of each form approved together with our letter of approval.
Strict compliance with the provisions of this circular letter is hereby required.
