I.
AUTHORITY:
R.I.G.L. 42-56-10 (v) Powers of the Director, R.I.G.L. 42-56-4 Administrative Procedures
Act; Administrative Policy Statement 1.00.01; 1.02.03-1.
II.
PURPOSE:
To assure that all inmates in the custody of the Department of Corrections shall have
personal contact with clergy representative of their faiths upon request.
III.
POLICY:
It is the policy of the Rhode Island Department of Corrections to insure that all inmates
shall be able to have personal contact with clergy representative of their faith upon
request. Only the need to insure the security and orderly running of the institution shall
temper this policy.

IV.
DISCUSSION:
A.
An inmate may, at any reasonable time, make a request to have personal contact
with a clergy representative of his faith.
1.
The inmate’s request shall be presented to the Associate Director of the
facility or his designee who shall then make arrangements for the clergy to
visit.
2.
Any member of the clergy, with proper identification, may visit an inmate at
the A.C.I. when requested by the inmate.
B.
A member of the clergy, with proper identification, may make an initial visit with
an inmate at the A.C.I. upon identifying himself/herself as the inmate’s pastor,
family pastor, or friend/counselor of the inmate’s family.
1.
Any succeeding visits by said clergy shall be carried out by having the
clergy’s name transmitted to the inmate’s visiting list.
2.
Clergy will then subscribe to regular visiting format unless adhering to
conditions governing “Inmate’s Request” as discussed in IV, A. of this
policy.
C.
Each Associate Director or his designee shall assure that the proper arrangements
are set in place to assure implementation of this policy.
