AIR POLLUTION CONTROL REGULATION NO. 3 PARTICULATE EMISSIONS FROM INDUSTRIAL PROCESSES Effective 2 August 1967 Last Amended 22 February 1977 3-1 RHODE ISLAND DEPARTMENT OF ENVIRONMENTAL MANAGEMENT DIVISION OF AIR RESOURCES AIR POLLUTION CONTROL REGULATION NO. 3 PARTICULATE EMISSIONS FROM INDUSTRIAL PROCESSES 1. Particulate Emissions from Industrial Processes 3.1 Definitions As used in these regulations, the following terms shall, where the context permits, be construed as follows: 3.1.1 "Process weight" means the total weight of all materials introduced into any specific process, except liquid and gaseous fuels and combustion air, which may cause any emissions of particulate matter into the atmosphere. 3.2 Limitations No person shall emit into the atmosphere in any one hour from any source, except those specific types of sources to which emission standards elsewhere in these rules and regulations apply, particulate matter in excess of that shown in the following table opposite the applicable process weight. In entering the table "the process weight rate" will be determined by dividing the total process weight by the number of hours in one complete operation, excluding anytime during which the equipment is not operating. 3.3 Determination of Compliance Compliance with Section 3.2 shall be determined by one of the following procedures: (a) Emission testing conducted by the owner or operator of the source according to Method 5 of Appendix A to Part 60 of Title 40 of the Code of Federal Regulations, or by another method which has the prior approval of or is required by the Director.
