Kiser, Utah Insurance Commissioner DATE: February 8, 2013 SUBJECT: New Actuarial Filing for Life and Fraternal Insurers Utah Administrative Code (U.A.C.) § R590-162, Actuarial Opinion and Memorandum Rule, was revised effective December 5, 2012. It requires that ALL life and fraternal insurers prepare a Regulatory Asset Adequacy Issues Summary (RAAIS) whether or not they write any life, annuity or disability insurance as part of their product offering. The RAAIS is to be filed every year by March 15th supporting the Actuarial Opinion filed with the annual statement. Note that only Utah domestic life and fraternal insurers need to file the RAAIS with the Utah Insurance Department (Department). Foreign insurers need to have the RAAIS available, but they do not need to file it with the Department, unless they are requested to do so.
