R547-15-3. Formula

For the JJYS Programs and Operations line item, at the end of each fiscal year, the Division of Finance and Administration shall transfer the lesser of: (1) the lapsing balance; or (2) an amount to be determined based on calculating the percent reduction in average nightly counts of youth in out-of-home placements from the base year of 2017 to the current year, multiplied by total year-end expenditures.
